Review laws affecting people born in the Canal Zone Panama who were purposely discriminated against because of race.

In 1903 the Canal Zone was created after treaty between Panama and the United States. In 1904 the U.S. received exclusive use, occupation and control in perpetuity. Workers were brought from Barbados, Jamaica and others with promise of prosperity with decent wages, housing, schools and other benefits. Workers started families & often never returned to their homeland. They were part of the U.S. except when it came to "citizenship". Laws were written to purposely discriminate & exclude them. For years their children weren't Panamanian either. Many even today have had to seek immigration as if they were never born in a "U.S. territory". Research paper by Gabriel J.
