Review the National Minimum Drinking Age Act of 1984 and find a safe way to lower the drinking age back to 18

In 1984 Ronal Regan, with great pressure from Mother's Against Drunk Driving, hastily passed the National Minimum Drinking Age Act of 1984 in order to try and curb the rise in drunk driving America was facing at the time. Although effective at the time, times have now changed. Our young people are now much more educated in schools and understand the effects of drunk driving, including the importance of having a designated driver. Furthermore the amount of deaths associated with binge drinking, which is caused because young adults have no safe way of drinking, is on the rise. It's time we review and remedy this problem and find a safe way for our young adults, who are adults in ever other way in the eyes of the law, to be able to indulge in alcohol.
