In the US service members are given BAH. We are allowed to negotiate for housing and any extra BAH can help with bills and expenses. This is also true for regular government employees overseas. However, this is not true for service members overseas. Service members are not allowed to negotiate overseas. Due to the lack of negotiation service members are paying 2 and 3 times the amount a government employee pays for housing. I believe OHA should operate the same as BAH. Any extra money saved should go in the service members pocket instead of supporting a foreign economy.
