Require that all CIOs serving in the Federal Government possess at least a Bachelor’s Degree in Computer Science or Information Systems Management. Too often CIOs of cabinet level agencies fund costly ill-conceived Information Technology (IT) Systems that increase spending instead of reducing it. For example there is a push to move information to the cloud and to replace federal employee’s computers with portable commercial devices and services such as IPods, BlackBerry, IPhones, and Droids. These devices require several new layers of costly cyber security professionals, protocols, and devices to mitigate the threats and potential fraud that they introduce. It appears that a large number of the CIOs get their direction from senior managers motivated by politics, magazine articles.
