Section 40119 of the Aviation and Transportation Security Act requires the Under Secretary of Transportation for Security to conduct research (including behavioral research) to develop and evaluate procedures and devices to protect passengers against criminal violence and aircraft piracy. However, little publicly accessible information is available regarding the safety and efficacy of TSA programs. We request an independent Federal investigation into the success and risks of currently implemented TSA systems, procedures, facilities, and devices. We request that the results of this research be publicly released. We further request that this research be applied to the reformation of TSA activities and facilities with the goal of reducing health risks and the invasion of passenger privacy.
