Review, why my Healthcare costs increased due to Obamacare.

Last year, my father-in-law suffered a heart attack and was admitted to the hospital for two weeks. He didn't have a health insurance and was billed $150K.

Fortunately, after negotiations he ended up paying 45% of the bill. Still a big amount for a retired store owner. Charges on the bill were astonishingly high, similar to what is described in the recent Time's article. "Bitter Pill: Why Medical Bills Are Killing Us"

Later, he got state sponsored insurance for $500 a month. It was better than not getting an insurance from private providers. However, last month two events happened.
1) His insurance went up almost $150/month due to Obamacare
2) A government affiliated healthcare provider called him to give medical equipments that he didn't even need.

Does Obamacare take care of these?
