The idea is a simple restoration of a more equitable and fair definition of the items used to calculate the annual Cost of Living Adjustment for various Federal Government programs. Food and gasoline prices are highly volatile and excluding them from the COLA calculations is essentially a "hidden tax" paid by the poor and the elderly who can least afford it.
