Revise the Dates of Service for Servicemembers Not Covered by NDAA for 2008 to Stop the Discrimination Against them.

The NDAA for 2008 discriminates against servicemembers who served before 9/11/01 and after 12/31/09 by allowing those with service-connected disabiliites to recieve an unfair advantage in medical discharge ratings by disregarding prior service dates and times. For example, the NDAA ensures that combat servicemembers who are discharged today and given a MEB rating of 20% or less, but given a 40% VA rating are NOT entitled to the 40% as those who were discharged between the above dates, although those discharged now may have also served during during the above time period, but were discharged after 2009. It fails, also, to consider the "War on Terrorism" did not start in 2001, but much earlier with The Gulf War, thereby discounting the contributions of 10s of 1000s of soldiers.
