Revise the Family Sponsored Visa Petitions for American Citizens by Birth(not done since 1952)US citizens need more visa

We, american citizens by birth who have unmarried sons and daughters born overseas, actually have to wait around 8 YEARS to bring them to OUR country, (only have 23.400 visas/year) while a permanent resident has a waiting time of less than 2 years to bring their families (spouses, children) to this country. Looks like a green card has more preference than a mother's birth certificate. We believe Homeland Security and the Government should make it easier for a US citizen by birth to bring their unmarried children to his/her country than a permanent resident, by giving more visas to US citizens. If a permanent resident has to wait more than an american citizen, they might think about it twice before immigrating to our country.
