Revise gun ownership requirements to include a standard owner/operator qualification and licensing program.

Gun ownership and operation should require more than a constitutional right.
Standard qualification and licensing program:
Must demonstrate how to properly handle, operate, and secure firearms.
Must include background checks
Felony revokes firearm possession and ownership for 7 years (or any incident involving a firearm or possession of)
A new weapon purchase requires license to be free and clear of violations
License renewal every 5 years (or more with no violations)
All military personnel are required to initially qualify to operate and carry a firearm, civilians should be held to the same standard. This ensures all hunters & recreational firearm users to be properly educated, qualified, and licensed. Does not impose on citizens right to bear arms.
