Revise the laws concerning Voluntary Separation Incentive (VSI) payments that former Military Members receive.

Voluntary Separation Incentive (VSI) recipients should be allowed to roll over this income into IRAs. Also should be able to enter these funds into the Military's or Federal Employees Thrift Savings Plan.

These monies were paid in leu of receiving retirement benefits. Currently these payments are considered "regular income" and not allowed to be placed directly into any retirement accounts. This should be changed NOW.
