Reform all advancement/promotion systems in each military branch. Make requirements for advancement/promotion to the next rank a minimum of 4 years, excellent evaluations, no violations of the Uniform Code of Military Justice, have clean civilian record, and completed all military contracts with honorable conditions. If any violations to this system, the said person will be discharged or not advanced or promoted.
