Title III of NCLB requires English language learners (ELLs) receive quality instruction for English and grade-level academic content. States must develop standards for English Language Proficiency and link the standards to the state's standards. Schools must be sure ELLs are part of their state's accountability system and ELLs' academic progress is followed over time. Some NCLB requirements concerning ELLs:
- All ELLs have to take state academic achievement tests in language arts and math,
- If available from the state, ELL students can take language arts and math tests in their native languages.
States require ELLs to test in all content areas and do not allow them to test in their native language. Algebra is algebra, biology is biology, and history is history in ALL languages spoken.
