Currently the Posse Comitatus Act of 1878 prohibits the US military from engaging in conflict with US based gangs (MS-13, Latin Kings, etc.)
The law should be revised such that affiliation with a gang would be considered an act of terrorism and allow for engagement by the US military.
As local and city government are powerless and succeptible to corruption, intervention by US troops to disband organizations and imprison members is critical to restore public safety of law abiding citizens.
