Revise the rail use rules so that passenger trains (Amtrak, commuter rail, etc.) always have priority over freight.

Passenger trains such as Amtrak and commuter rail trains are often forced to stop and wait while freight trains pass along single tracks. When tracks must be shared, passenger trains should always have priority over freight. Freight trains should always be the ones to have to stop and wait. If freight is a few hours late, the economic impact is less than if persons are late.
