Revise the regulatory process to require that no regulation which will have a negative effect on the economy or will increase the regulatory burden on small business will be implemented unless a state of national emergency exists.

Require that the threshold requirement of all regulations by all agencies is that they will not negatively impact small business or the economy.

Require that all proposed regulations be published on the internet and in all newspapers of general circulation in the United States weekly for a period of six months before implementation.

Repeal all regulations promulgated within the twelve months preceeding this petition and require that they meet the within criteria.

Permit any business harmed by regulations to recover all resulting damages and legal fees.
