In the current economy as in the past many Americans have had to take there retirement savings out to pay bills. This has been for various reasons, from loss of jobs to inability to locate work. The retirement plans can allow this if you apply for a hardship distribution. However, currently we do not have a Internal Revenue Code excluding this income from being subject to a 10% tax on early distributions. This is the current code TITLE 26, Subtitle A, CHAPTER 1, Subchapter B, PART II, Sec. 72(q). With adding an exception to the tax this would help millions of taxpayers who have already been affected by the economy.
