Revise the Unleaded Octane Rating Levels used across the nation ranging from 85-94 and mandate just 3 primary forms.

Unleaded gasoline in the U.S. is graded ranging from 85-94. The use of varied grades have negative financial ramifications. It allows refiners to cause price fluctuations based on claims of maintenance issues or wear on equipment.
We need just three primary unleaded octane grades (87 Regular, 89 Mid-Grade, 91 Premium). Two grades 87 and 91 without Ethanol and 89 with Ethanol. This would have multiple benefits for the country.
This would be benefit corporations and consumers by lowering refining costs at the same time fuel costs. It would also allow refineries to save on labor and equipment costs associated with the constant switching of grades and increase refinery capacity.
Revise these grade levels so that America can enjoy lower fuel costs and more money in their pockets today.
