Revise the voting system in America

Many honest Americans are tired of the endless amount of corruption. Reform is needed in these times and the solution has become unclear until now, I propose a point scale system. (1-5) Each state is responsible for increasing their point value by decreasing the amount of corruption. (EX: A state like Tennessee would receive 1 vote in the Electoral College and New Hampshire 5 votes.) Every state can attain a 5 vote status by cutting down the amount of corruption associated with each state. This check system is like the credit rating. A state with the least amount of votes has less power in the College until the states balances it's rating in good standing.
