Revising article 134-1 of the UCMJ to include all domesticated animals to protect them from neglect.

"In early January of 2015 United States Army Soldier John Garrett Burrow, 22, and his wife, Kelsey Caroline Burrow, 20, of Fort Bragg, NC, were charged in the intentional drowning of their puppy. Riley, a lab and German Shephard mix. They bound his feet to his nose causing him to drown."

Now according to the UCMJ Article 134-1, Abusing a public animal, it does not include pets. Only those animals owned by the government.

I am petitioning to have this article revised to include all domesticated animals. All pets and livestock deserve justice for cruelty, abuse and neglect. Please help me by signing so that this change can be made. This happens way too often in the military and as a former military investigator it saddens me to know there isn't an article one can be charged with.
