Starting a small business in solar installs, I have experienced issues with the 1603 rebate program first hand. Rebates for converting to solar are available for big businesses that can pay electric bills. Rebates are not available for residents that are struggling to pay utilities. Additionally rebate review teams are basing awarded rebate amounts on averages and their interpretations. revamping process and allowing overhead/markup exp for ligitimate businesses and allow residential rebate will create more jobs. With my small business alone, I could hire up to 25 full timers, instead I have reduced to 10 fte due to full rebates not being awarded on ligitimately installed systems. Revamping would increase solar equip production and an unlimited number of jobs in the solar energ field.
