Create an "Infrastructure Dept." Purchase necessary equipment and hire workers to repair and rebuild roads, bridges, buildings, parks, etc. Privatization of road and highway construction has made costs way too high and way too slow. Utilize skilled workers to train unskilled workers. Pay a livable wage. Allow for temporary housing (trailers, etc) so workers having to travel to a job can send their paychecks home to their families. Permit illegal immigrants the opportunity to work in these programs, if and only if, they start a monitored program to become U.S. citizens. Non participants (illegals) should be expelled from the country. Minimal to none private contractor involvement.
