With all the 'patriots' talking if secession of their respective states, remove all federal funding and federal assets from the state in question for a probationary of one year. This means no social security, medicare, highway money, military bases/equipment, or any kind of federal assistance for the state or its residents. At the end of the probationary period, the residents can decide whether or not by vote and then the process would proceed as normal (the rest of the states of course would vote on the secession like they normally would).
