We the people ask the federal government to Change an existing Administration policy:

Revoke Grover Cleveland's title of 24th President of the United States.

The federal government's policy of referring to Grover Cleveland as the 22nd and 24th President of the United States is redundant. If we were to send Neil Amstrong back to the Moon (which we can't do because he is dead) he would not become the 13th and 1st person to walk on the Moon, he would still just be the 1st person to walk on the Moon because he is just one person. To say that Grover Cleveland is both 22nd and 24th President is to say he is two seperate people which the historical record has proven to be untrue. Please Mr. President, fix this mistake in our country's history.
