Prevent fraud by illigal immigrants who deceive Americans by blinding them with hopes of love and marriage. Countless Americans legalize immigrants and then later, after the two year waiting period is over, get divorced. The now legal immigrant is allowed to keep their status and rights and qualify for all the benifits of a citizen excluding voting but are allowed to file unemployment and public assistance.
