The ban on flavored cigarettes disproportionately affects those who view cigarette smoking in the same light as cigar aficionados - those who smoke for relaxation and enjoyment, not because of a two-pack-a-day addiction. The excuse that such products would be used as a "gateway" cigarette by youth is just that.
Flavored cigarettes were more expensive, and therefore less likely to be the first choice of new smokers. Also, flavored cigarettes tend to be harsher than regular cigarettes, meaning that if they are your first smoking experience, they are also likely to be your last. If a new or non-smoker wanted flavored cigarettes just for the flavor, they would go to the candy store.
