This would limit suffrage to citizens with a vested interest in limiting government expenditures, ie. the taxpayers. Those who are on the receiving end of the legalized plunder should not be able to vote for elected officials. This would do much to eliminate the pandering that accompanies most campaigns and also reduce the amount of theft of property that occurs under the guise of taxation and wealth redistribution.
