By starting the first year a child enters the educational system continuing each year until the old system is phased out. Upon reaching the age of compulsory education, or earlier if the parents want, the child will be tested to determine which competencies he has mastered. The child will proceed to the next competency and work at his own speed.
Thereafter he will advance with competency completion in each area of study. The child may be working on the first competency in math and the sixth in reading. Progress is through competencies; not through time spent in lockstep with others their age.
Each child is encouraged to advance as far and as fast as he can.
Public education will not be limited by age but by ones desire to learn.
