Repeal the 2nd Amendment as an archaic, vaguely worded, and dangerous relic of the 18th century, and replace it with a new amendment permitting restricted ownership by U.S. citizens of a range of low-power firearms appropriate to sporting and home defense needs, excluding high-capacity and military-grade weaponry for anyone not currently serving in a law-enforcement, military, or other security-related capacity, and subject in all cases to strict licensing requirements including, but not limited to, both written and field testing requiring renewal on a regular basis, and thorough background checks for all gun purchases without exception.
