1st) All states that wish to secede from the United States shall still be considered unincorporated territories of the United States. Each state is bound by oath. By succeeding these states will be breaking a Constitutional oath.

2nd) All states that wish to succeed, their for becoming unincorporated territories of the United States may have the choice to have an open election in each territory; the right to vote on jurisdictions, mandates and powers. Such as these 3 choices on the ballot; To become a province, unincorporated territory or to remain a sovereign state
