Russia is State 'Sponsor of Terrorism'

I think, Russia sponsors Terrorism in Slavsk, Mariupol and in other cities.
For example: Participants Self Crimea have RPG, AK-47 and other guns. This guns have a russian army. I think Russia gives them weapons.
Given these facts, I thing, Russia is State Sponsor of Terrorism.
