While the Obama administration has widened sanctions against a number of individuals within Putin's inner circle in response to the Russia's illegal intervention in Ukraine, it has failed to sanction Russian President Vladimir Putin who, as head of government, head of state, and supreme commander of armed forces, should be held most accountable for Russia's actions.
