save $660 million per year by abolishing the 5 year limitation rule for DoD civilians overseas.

The Defense Department is the largest overseas employer with 48,151 employees. A 5 year rule was established during the cold war (U.S.C. 1586(a).) to restrict DOD civilian employees to 5 years of foreign service. This doctrine is outdated and costing US taxpayers millions. I suggest that the 5-year rule be abolished. The cost savings would be significant. If one-fourth of the 48,151 overseas worker moves back to the United States each year it would be about 12,000 workers. Assuming an average cost of moving a family overseas of $55,000 the cost for one year would be $660,000,000.
