The Supreme court has decimated the Voting Rights Act but it can be saved. The White House should direct the Justice Department to propose the following standard for application of Section 3 of the Voting Right Act, and then vigorously support it's passage by congress.

Any city, county or State that is successfully sued for discrimination under Section 2 of the VRA will be subject to pre clearance of any voting law or procedure changes under Section 3 for 15 years following the verdict.

This will inevitably include many of the historically offending areas plus pull in new offenders like Pennsylvania and Ohio. It would also serve as a deterrent to officials contemplating such offenses.
