Save Civilian Lives

In America today, we have an epidemic of cops killing unarmed, non-threatening, nonviolent black men at high rate. Several killings have been caught on video, and each time law enforcement has had the upper hand in the situation so lethal force was not necessary. Despite the outcry of people, protests by organizations, and retaliation in one instance against police, situation is not changing. I'm calling on our U.S. government to issue a new stiff penalty for any law enforcement officer who pulls the trigger on a civilian who is unarmed, non-threatening, non-violent, licensed to carry,physically subdued by 1 officer or more, or is in any position that surrenders to officers, that officer is immediately terminated, and arrested and booked for 1st degree murder and others are accessories
