First - drop all political and administrative actions pertaining to elimination of Saturday postal delivery.
Next -- beginning alternate days delivery: deliver to half the routes on Mondays, Wednesdays, and Fridays and deliver to the other half of the routes on Tuesdays, Thursdays, and Saturdays. The fuel savings alone may justify it.
Stop all postal service marketing -- it is pointless and extremely expensive. The postal service exist to serve a basic need. It should not act to grow that need as the people have no interest in so doing.
