Save Energy by Shortening Daylight Saving Time

Since research proves that DST causes more energy use than it saves, we need to reduce it. Research shows that people burn more fuel driving in the longer daylight evening hours, and studies of Indiana show sections observing DST burned more energy than sections that didn't. One big factor was turning up the furnace an hour earlier. Thus, we need to shorten DST's duration. It's too popular to eliminate, so shorten it back to end of April to October.
