Save limited funds by modifying what can be bought with food stamps

Currently, Food Stamp eligible citizens are using food stamps to buy junk food, sodas, energy drinks, etc. Food Stamps should be used only for staple foodstuffs -- like vegetables, meats, fruit, milk, staples. etc. Candy, all kinds of chips, sports and energy drinks, ice cream, doughnuts and pastries, and any kind of food considered a "treat" should be banned from purchase of food stamps.

This should be an easy way to save some limited funds in this time of fiscal austerity.
