Save Medicare by expanding access: Create Medicare plus that Americans over 55 can buy into.

The health care market place for older unemployed Americans is over priced and/or simply unavailable. Create Medicare plus for Americans over 55 who have lost their jobs, have lost or are in the process of losing their COBRA coverage and have no hope of finding reasonable and cost effective health coverage. Buying into Medicare (the most efficient and cost effective system of health care) would hopefully give them a better deal while at the same time providing a vast pool of paying consumers to prop the Medicare program. Deductibles and co-pays could be set at values that would discourage over use.
