Funding is a major issue in schools. Tornado, safe rooms and other shelters are urgently needed in at least the high Tornado danger states as seen in Moore, OK and Joplin, MO.
FYI: In many states the natural ground components of the land is extremely difficult and thus costly to dig a basement/shelter into. In Texas, the ground shifts so much that a common house/building concrete foundation slap on top of the ground often will crack.
