To reduce handgun related violence declare demonstrably violent, criminal gangs as terrorists. Treat them like enemy combatants. Use the NDAA 2012 and Patriot Act against them so that citizens especially in urban areas can become free of the vicious cycle that keeps them in poverty and jail bound generation after generation. Gangs use terror to acquire funds, territory, and political clout exactly as terrorists do. They are terrorists.
