I propose that, in order for a windmill to be built, every property owner within the ring around a windmill that could possibly hear the constant whirring should agree to the construction of the windmill. Although windmills are a "green energy source", they do create one kind of pollution: sound pollution. Stop property values from plummeting, and give people some peace and quiet.
