If we raise the FICA by 2 percentage points gradually over 20 years, or completely get rid of the earnings cap, the shortage of funds in the out-years is gone. Of course, raising the earnings cap, (Perhaps progressively-including an increase in returns-we would still come out ahead), would mean that a amaller FICA raise would suffice.
Currently, the annual income up to $113,700 per year is subject to the 6.2 percent payroll tax but that the tax is not applicable to anything above that.
