Make Social Security permanently solvent by: 1) Lowering the FICA Payroll Tax Rate from 6% to 2% of Income, and 2) Applying the 2% FiCA tax to all personal and corperate/business income, and all capital gains income above $1,000, without applying a ceiling or upper limit on the amount of income subject to the tax. The FICA Tax on $1000,000 would be $20,000. On $1,000 it would be $20. Applying FICA to all income would make Social Security permanently solvent.
