Make Social Security permanently solvent by: 1) Lowering the FICA Payroll Tax Rate from 6% to 2% of Income, and 2) Applying the 2% FiCA tax to all personal and corperate/business income, and all capital gains income above $1,000, without applying a ceiling or upper limit on the amount of income subject to the tax. The FICA Tax on $1000,000 would be $20,000. On $1,000 it would be $20. Applying FICA to all income would make Social Security permanently solvent. All FICA funds would go to the independnt Social Security Trust Fund .( Please see and sign the petition to make the S.S.A. an independent Agency. Thank you.)
