This "bogus tax return" problem has been an issue for years now (with nothing done about it) and would be eliminated almost entirely with minor reforms of the e-file process, common sense analytics, and the implementation of basic two-step authentication or other common-sense technical solutions already being employed by various online financial service providers. The IRS is apparently being managed by dinosaurs and the oligopoly controlling 90%+ of online return filings (Intuit, TurboTax (~60% alone), TaxAct, and H&R Block) are improperly incentivized to make more money for every return that gets filed, instead of LEGITIMATELY filed. Initiative, reform, and leadership are lacking at present for the IRS to do something productive and tackle this issue or for the private sector to solve it.
