eliminate most supervision=forinstance 3small offices within 20miles. One supervisor travels between them with a clerk in each to help with paperwork Then a team leader is elected or appointed to get the carriers assembled and out for delivery. Then the leader goes out to deliver. A monetary allowance is given to the clerk and leader for their service.These routes have been timed so many times that its known how long each takes. supervision is not needed except for the travelin supervisor.This system has worked in many business's,also the post office could pay off the national dept if these millions of managers were transfered,attrision,laid off. I used three offices, but there are hundreds of thousand three offices in US.
