The President and other members of his Administration continually use the term "Congress" or Senate" when discussing difficulties passing Legislation.
But the problem is not the generic "Congress" it is the specific "Republicans" holding up efforts to create jobs.
References in speeches, press releases, and interviews should be very specific and repeated continuously.
Every time a Republican makes a statement there should be three Democrats refuting that statement, specifically and forcefully.
