I see this as a two part problem and from personal experience while spending 3.5 years and all my assets developing technology where I cannot get VC funding, grants or SBA loans to allow me to sell my product.
The SBA does not lend money, it backs money lent by banks. Banks do not take equity positions in companies, which means you must have full collateral or an amazingly stable cash-flow before banks will lend based on SBA. Since my company is based on software, it is considered an intangible asset and the banks value it at $0.00.
There are special programs for minorities, veterans, women and people with disabilities, but this leaves a white able bodied non-veteran male hanging in the dust. The system is broken and I see people partnering with the above classes just to qualify.
