It happens too much that people who abuse and neglect their domestic animals, and after paying their fine, they just go back and get more animals (registered or not) that can be abused without us knowing! if we engage in regular 'checkups' (at reasonable intervals so as to not invade on civil liberties) we can stop a lot more cases of animal abuse and neglect before it gets too bad!
